OVERVIEW OF SAMDRUP JONGKHAR THROMDE’S ADB PROJECT
Samdrup Jongkhar is located in the south-eastern part of Bhutan with a population of 10,545 residing in an area of 4.47 sq. km. Samdrup Jongkhar Thromde has been facing acute drinking water shortages due to the locality's non-availability of perennial water sources. The water is currently being tapped from “Rikhey chu '' which is 4 km away from the municipal area and fed into a 2.5 MLD water treatment plant. However, the current water source is non-perennial and dries up during winter. The issue is exacerbated when there is a malfunction in the water pumps, leading to a water crisis. To overcome these challenges the Asian Development Bank (ADB) has been instrumental in funding projects for Samdrup Jongkhar Thromde. Currently, there are two water related projects being implemented under ADB funding. The ongoing project ‘Samdrup Jongkhar water supply and sewerage project (STUDP-3674)’ has the scope of constructing a water distribution network from the current source (Pinchina) and reservoir tanks. The total cost of project is Nu.137.333 million (including sewerage distribution network). The project is 92% complete. The second project is the water augmentation project for Dewathang from the Morong and Lamshorong water sources with a total cost of Nu. 124.618 million. With the completion of this water project, it is expected to ensure a 24/7 water supply for residents in Dewathang.
The Ministry of Infrastructure `and Transport (MoIT) acting through the Water and Sanitation Division, Department of Infrastructure Development is the executing agency. A program management unit, established in the MoIT, is responsible for planning, implementation, monitoring and supervision, and coordination of all activities under the project. The project implementing unit under Thromde is the implementing agency and is responsible for the daily coordination and execution of the project.
